Can anyone recommend a torch lighter that is not going to set me back an arm and a leg?

Most B&Ms can hook you up with one for around $10 or slightly less. Same thing with websites - sometimes you can even get one for free along with a box purchase or some other kind of deal. And often the cheap ones work just as good, if not better, than the super fancy expensive ones.
I am still new to cigars but I just picked on up at CVS for 3.99. It does the trick.
go to your grocery store and pick up a Ronson Torch lighter . I paid $3.99 for mine. use the ronson fluid also about $4 .
i swear it is a good lighter .. work's great , and doesn't look bad either . styled on a zippo ...
wow, thats awesome man, i've never had the ronson torch, but the fuel has clogged up every lighter i ever put it in after a while i resigned to buying other fuel, and havent had a problem since, i guess it was just bad luck

I think I might have gotten a Lemon Ronson. I bought one at my local Walmart a few months ago. The damn thing wouldn't stay lit unless I kept it completely vertical and hovered my cigar over it like some sort of dive-bombing blimp. It also ran out of fluid pretty quick. I might have to pick up another one based on these recommendations.

Vector or Xikar... I've used both for quite a while.. they last.  And with a lifetime warranty, you can get it repaired or replaced with no prob. Average cost for a single jet is $25-$45.

Good to know. I sent an email to Ronson about those two lighters,,, guess we shall see what the ronson side of the zippo company has to say, not like I expect anything there a 4 dollar lighter after all.

What about table lighters? thinkin about something for the garage when the guys come over thats not too expensive

For a table lighter, I use the Perdomo Thundra by Vector.  The things a beast!  Heavy, well constructed... a man' s table lighter.  Got mine for about $35.  Here's a link to one:

An arm and a leg is all relative.
At $70, my Lotus was pretty affordable when compared to the Davidoffs and DuPonts in the case.

I feel like I got what I paid for though.
It's elegant, and reliable.
Well I ponied up for a Lotus myself since I wanted the triple flame, for lighting big ring gauges which is mostly what I smoke. But I still would love to get something cheaper, so I don't worry if I drop it or have it run over by a hummer, lol. - there are a couple triple flame torches available for less than $50 - can't remember what they are off the top of my head, but I did research recently and found some.
